To help us move into the new millennium, the National Alliance have elected Mr. L. Louis Jordan of the Monmouth County Prosecutor’s Office, New Jersey as the National President. 

Mr. Jordan comes to us with a wealth of experience and education in combating bias/hate crimes, street gangs and school violence. His experience in the field of Hate Crimes, Gangs, Community Relations, Diversity and Managing Diversity makes him the ideal person to lead this organization. It is a pleasure to introduce to some and present to others, our National President L. Louis Jordan.

It is indeed an honor and a pleasure to welcome you to the National Alliance of Hate Crimes Investigators and District Attorneys Association. As the National President of this Association,  I have been charged with the responsibility along with my National Alliance to help, aide, assist, educate, investigate, communicate, and exchange information with law enforcement, educators, community base organization as well as religious and grassroots organizations.

This task is much to great for one person, so I have enlisted the assistance of a team of professional men and woman of the law enforcement community to assist. Together we will seek an equal playing field for all.

A law enforcement officer, by the very nature of his/her job, is given a front row seat to the greatest show on earth. Unfortunately, it can sometimes be the saddest show on earth. In my many years as a law enforcement officer, I have seen problems of drugs, bias crime, hate crimes, domestic violence and gangs in our society increase at an alarming rate, with little to no signs of slowing down. There is a widespread tendency on all our parts to blame the "other person."  However, we are all part of the problem, government, family, teachers, students, religious organizations, and communities.

Our government cannot expect families to function properly if it does not support families through realistic laws. I cannot,  as a parent, expect my child's education to be the best if I am not willing to support my school administrators and teachers - even if it means risking disfavor with my child. I cannot, as a member of the community, demand that schools enforce the rules of discipline if I am not ready to do so myself. I cannot as a parent, be more concerned with being a good guy or a friend to my child and expect to maintain a proper family structure.

In some cases when a juvenile or young adult is out of control or in crisis, such as when there is a bias incident type behavior, the law can be used as an aide to help the parents in forcing a juvenile or young adult into treatment. Unfortunately, some parents fear that their child will have a police record. They must then make a hard choice between a juvenile record or possibly losing the child forever.

As we face today and tomorrow we understand that  90% of the total world population are made up of good, focus, and loving teens who wish to live in peace and harmony. We further understand that another 10% of the total juvenile population are in crisis and will seek to promote hate and bias and will act out on that bias. But when they do, rest assure that the National Alliance of Hate Crime Investigators and District Attorney's Association will be there to send a clear message that bias hate crime will not be tolerated.

We fully understand that on every step of our journeys through life, each of us carries the prospective of our age, color, race, religion, gender, sexual orientation, disability, ability, youth and wisdom. 

We can choose to see these differences as divisions which keep us divided or we can view this issue of diversity as a tapestry woven together in ever changing colors and designs. In this world of quickening change, we need the strength and wisdom of each other. So if we really care about people as we say we do and if we really wish to help others, as we say we do; than we need to touch flesh, whereby we are talking to each other and not at each other.

Sergeant L. Louis Jordan

Mr. L. Louis Jordan has been in Law Enforcement for twenty-three years. He served with the Neptune Township Police Department from 1980 to 1987. He also served in the Military from October 1972 until October 1983 both in active and reserve status (as a Military Police Sergeant and as a Senior Drill Sergeant and Master Trainer). While in the Military, he was with the United States Army Special Forces and Support Command of the Military Police (Black Beret), where his duties included safeguarding nuclear weapons in high security areas as well as protecting and supervising high ranking dignitaries of the National Atlantic Treaty Organization (NATO).

Mr. Jordan also worked with the U.S. Secret Service and Interpol, protecting high-ranking military personnel from around the world, as well as the Honorable President Richard M. Nixon during his European tour in 1974. Based on this assignment, Mr. Jordan received the Presidential Award.

Upon returning to the United States and serving with the New Jersey National Guard and Reserve, Mr. Jordan was one of the few chosen to escort various State Governors, one of those being the Honorable Brendan T. Byrne of New Jersey. He also provided Executive Protection for the Rev. Al Sharpton the Rev. Jessie Jackson, teen idol and television star LL Cool Jay, Dr. Dray, Ed Lover, Queen LaTifa, Morris Dees, Russell Simmons, J-Rue and numerous other VIP's.

Most recently (4 October 1998) Mr. Jordan was the single person certified and approved by Washington and Atlanta, Georgia to be the Senior Officer in charge of the Executive Protection Team for Mrs. Coretta Scott-King, wife of the late Dr. Martin Luther King, Jr.

In 1982 Robert D. Scott, Sr. (deceased), Director of the Monmouth County Police Academy, selected Mr. Jordan to assist in the training of all police recruits; this was due to his military and civilian background. As a result, the Monmouth County Police Academy is famous for its military type discipline and leadership under the direction of "Drill Sergeants". Mr. Jordan was the first "Drill Sergeant" and founder of the program.

Mr. Jordan recognizes that it has been through people like Mr. Clemmon O'Neal, National President of the Concerned Officers Organization on Gang Activities (CO3GA); the Honorable John Kaye, Prosecutor, Monmouth County, New Jersey; Robert Honecker, Jr., First Assistant Prosecutor, Monmouth County, New Jersey; Alton D. Kenney, Senior Executive Prosecutor, Monmouth County, New Jersey; Mr. Lawrence Jones of the National Gang Network of Boston, Massachusetts and many others that have allowed him to exhibit his expertise in the areas of street gangs, youth motivation, police community relations, school safety, cultural diversity, managing diversity, bias/hate crimes, police professionalism, gang assessment, weapons in schools, teacher safety and youth violence.

Mr. Jordan attended Hamilton University in Evanston, Wyoming where he holds a Bachelor's Degree in Cultural Studies and a Masters in Criminal Justice.

Mr. Jordan has been recognized nationally and internationally as a dynamic speaker and presenter who experienced phenomenal success in motivating youth and educating professionals. His electrifying style of presenting had made him one of the nations most sought after speakers.

Mr. Jordan is currently assigned to the Bias Crime, Street Gang Awareness and Community Relations section of the Special Investigative Services Unit of the Monmouth County Prosecutor's Office. He also monitors, investigates and gathers intelligence on street gangs, hate crimes and hate groups from around the country.

He has been recognized as an expert in the field by the National Gang Network based in Boston, Massachusetts, the California Gang Investigators Association of Los Angeles, California, the Mid-West Gang Intelligence Association of Cleveland, Ohio, the Military Intelligence Association on Terrorism, the Attorney General of New Jersey, the Governor of New Jersey, the Department of the Army, the Naval Air Warfare Center, the Boys and Girls Club of American, the U.S. Department of Justice, the FBI, DEA, the Federal Office of OJDDP, the National American Correctional Officers Association (ACA), Washington DC, the Federal Bureau of Prisons, the National Peace Officers Foundation of Sacramento, California, the National Youth Foundation of Washington DC, the National Children's Defense Fund, National Youth to Youth International, the New Jersey State Bias Crimes Officer's Association, the Monmouth County Bias and Gangs Officer's Association and the National Youth Gang Suppression and Intervention Program at the University of Chicago, Illinois. At various times he has served as an officer or as a consultant to these organizations.

Mr. Jordan has been tracking street gangs and extremist groups since 1980 and has gathered a wealth of intelligence on them. He is one of the principal instructors on gangs, youth violence, and bias crimes and hate groups as well as youth motivation in the United States.

Mr. Jordan numerous hours of his own time speaking and advising female and male gang members as well as hate group members and children who appear to be slipping through the cracks. Mr. Jordan currently teaches intervention, prevention and suppression techniques to concerned educators, law enforcement personnel, probation officers, parole officers, employment programs, community youth agencies as well as grassroots religious organizations and families in crisis.

Mr. Jordan currently serves as the National President of the National Alliance of Hate Crimes Investigators and District Attorney's Association, President of the Monmouth County Bias Crimes and Gangs Officers Association, past state Vice-President of the New Jersey Bias Crime Investigators Association, chief founding officer of the National Concerned Officers Organization on Gang Activities, Inc., past CEO of the Neptune Police Athletic League and acted as its National Delegate for three years from 1983 – 1986. Mr. Jordan is also the founder of Operation Y.O.U.T.H. (Young and Old United Together for Humanity). The program was founded in 1976; I-Crys (Inner City Round Table of Youth Services) founded in 1984. A program identified, as Johnny's Someone's Child founded in1990. Mr. Jordan also served as the Senior Advisor and Counselor to the National and County Boys and Girls Club Gang Prevention and Intervention Program as well as the past secretary of the Monmouth County Board of Directors. He is currently the co-founder of Youth to Youth of New Jersey as well as the founder of JAMS of NJ (Just Another Means of Success).

Mr. Jordan has appeared as a featured guest on a number of radio and national television talk shows. He has also conducted numerous lectures, workshops, seminars and in-service awareness and investigative programs for law enforcement agencies, churches, educators, schools, colleges and community based organizations.

Mr. Jordan if frequently called upon by police departments and related investigative agencies on national and international levels to assist in investigations that seem or appear to be gang, bias or satanic related.

Mr. Jordan was one of a select few who were chosen to participate in the Law Enforcement Mission to Israel to address the issue of terrorism sponsored by the Attorney General's Office and the ADL of New Jersey.

Mr. Jordan has an extensive background dealing directly with juvenile and adult street gang and hate group members. He currently serves on many sub-committees on hate crimes, gangs and youth violence around the United States.

Mr. Jordan recently returned to the mainland from the Virgin Islands where he was assigned to assist the U.S. Department of Justice in addressing the issue of diversity, bias crime and youth violence. Mr. Jordan was requested to return by the Governor of the Virgin Islands to assist in conducting a gang assessment of all secondary schools. Mr. Jordan is a national advocate for our youth. He feels that our youth as well as their parents should be held accountable for their actions.

 

WORK EXPERIENCE

 

September 1987 to Present

MONMOUTH COUNTY PROSECUTOR’S OFFICE

Freehold, N.J. Under the leadership of Prosecutor John Kaye.

I currently serve as the Chief Investigator for Bias Crime/

Gang Investigation and Community Relations. Also serve as

a trouble shooter for the County Prosecutor as a mediator and

master training.

March 1980 to September. 1987

NEPTUNE TOWNSHIP POLICE DEPARTMENT

25 Neptune Blvd., Neptune, NJ.

Duties: Function as part of a 65-member police unit Responsible for

preserving the peace, enforcing the law, Community Relations.

Protecting of life and property.

MONMOUTH COUNTY POLICE ACADEMY

1997 to Present Kozloski Road, Freehold, N.J.

Duties: Function as First Sergeant and Senior Drill Sergeant

responsible for overseeing the motivation and training of

Police Officers, Park Rangers, Special Officers, Correctional Officers

and the Youth Cadet programs. Directly for instilling Motivation,

Discipline, Teamwork, Control, Pride, Alertness, Leadership,

Confidence of Police recruits who are entering the law enforcement

community for the first time. Directly responsibility for counseling and

reinforcement training of 40 Police Recruits and 10 Drill Sergeants for 9

months out of the year as well as the day to day operation.

November 1980 to 1982

SENIOR DRILL SERGEANT-FORT DIX N.J.

United States Army Active Reserve Fort Dix, N.J. (Certified Trainer)

Duties: Responsible for the training and supervision of new

recruits in the area of motivation, control teamwork, leadership, useful

and harmful stress, management training, behavioral differences,

physical readiness training, self-defense, weapons, weapons safety,

adverse weather, probable cause, inspections, drill and ceremonies,

counseling, health, map reading, land navigation, terrorist groups, and

guard duty.

October 1972 to 1980

UNITED STATES MILITARY POLICE, U.S.Army

Duties: Special Military Police Support Command. Supervised a 130

man PAT and K-9 handler. Team Leader of the Sniper

Conversion Team, Convoy NCOIC, Patrol Supervisor, Race Relations

Instructor, Senior Executive Protection Officer, Bomb Threats, and

Cross-trained in many related fields.

GOVERNOR'S ESCORT-EXECUTIVE PROTECTION

While serving with the 50th Military Police Company (National Guard)

at Fort Drum, New York, was one of few chosen to escort the

Honorable Brendon T. Bryne and the Honorable Governor of New

York.

Assigned to protect the Rev. Al Sharpton during his visit to the City of

Asbury Park, & Lincroft, New Jersey Rev. Al Sharpton addressed a

crowed of 300 at the St. Peters Clavers Church in Asbury Park and

again at Brookdale College in Lincroft on 10 December 1993.

PRESIDENT OF THE UNITED STATES

EXECUTIVE PROTECTION,

Ensured safe escort for the Honorable Richard M. Nixon, President of the

United States during his European tour in 1974. Was one of few

chosen for this assignment while serving with the 44th Military Police

Detachment in Europe.

21 - 29 April 1991

GENERALS' ESCORT

This writer was one of eight (8) law enforcement officers to escort the

Honorable Robert Del Tufo, Attorney General, State of New Jersey on

his eastern Law Enforcement Mission to Israel, which was sponsored by

the Anti-Defamation League of B'nai B'rith.

July 1978 - March 1980

WATERFRONT POLICE,

Navel Weapon Station Earle, Leonardo, New Jersey 07737.

Duties: Function as part of a nine-man shift responsible for safety and

security of the above location. As shift Commander (Sergeant) my job

often entails physical confrontations and split second decisions

with full power of arrest.

EXECUTIVE PROTECTION TEAM LEADER

Coretta Scott King

Duties: Act at the Special Agent In-Charge of planning, operations, and

Executive Protection for Mrs. Edith Savage and Mrs. .Coretta Scott King,

Wife of the late Dr. Martin Luther King Jr. during a Wellness' Conference

at the Long Branch Hilton. Approximately 60 Officers and 39 Civilians

took part in the security as we escorted Mrs. King from New York City

to Long Branch, NJ and back to New York. I were totally responsible for

her safety and welfare while in the state of New Jersey overseeing and

supervising other law enforcement and civilian agencies involved with

the emergency care and or safety of Mrs. King.

EXECUTIVE PROTECTION TEAM LEADER

Morris Dees

Duties: Perform the duty of Senior Detective In-Charge of planning, and operations, for the safety of Mr. Morris Dees, President for the Southern Poverty Law Center in Alabama. Mr. Dees was the keynote speaker at Brookdale Community College in Lincroft, New Jersey. This writer was request by the National Conference of Christians and Jews of New Jersey to serve as team leader supervising an 8 member elite team of investigators.

2. United States Army Sniper Conversion Team School in Miesau, Germany. Later became the Team Leader of the special elite unit specially trained to deal with domestic and international terrorism 1973 and 74.

3. United States Army Physical Security Specialist –Miesau, Germany. 1974. Served as a member and later Team Leader of the Sniper Conversion Team where the focus was on Security Threat Groups, Black September, Skinheads, and Extreme Groups to the far right with a special focus on tattoos, graffiti, symbols, philosophy, language, etc.

TESTIFIED AS AN EXPERT IN COURT

Testified as an Expert in Ocean County Superior Court, Ocean County, New Jersey. The case was in reference to a skinhead who had assaulted a subject in Monmouth County and the case had a change of venue. I was recognized by the presiding Judge and the Prosecutor as an expert on gangs and was allowed to testify repeatedly – 30 January 1991.

Was allowed to testify as an Expert on signs, symbols, dress, philosophy, tattoos, graffiti on hate groups (namely Skinheads and other white supremacy groups). Port Municipal Court, Ocean Port, NJ - 31 October 1991.

Testified as an expert in the area of hate crimes (Skinheads) and gang related crimes before the NJ Grand

Jury. White Supremacy groups as well as black and Latino gangs. Later testified again as an expert in Superior Court of the same years. 1991- 1992- and 1993.

Testifying in Superior Court as in Dedham, Mass. On 8 Nov 94 thru 11 Nov 1994 as an expert on the issues of gang graffiti, signs and symbols, dress etc.

Testified as an expert on the issue of White Supremacy groups and Skinhead, tattoos, dress, symbols, and signs in Suffolk County, New York – 15 August 2001.

3. Appeared on CBS Channel 2. The focus was on White Supremacy gangs and the Christian Identity Movement.

4. Appeared on WOR - Channel 9. A Special Report looking at gangs and hate groups in New Jersey as well as the graffiti associated with them. New Jersey State Commission of Investigations also held two days of hearings dealing with this subject matter.

5. Appeared in the Israeli News with respect to domestic and international terrorism and Hate Groups in America.

6. Appeared on WJLK Talk radio on the issues of Gangs in Monmouth County, New Jersey and what could be done to stop the growth.

7. Appeared for several days in both the print and radio media for the U.S Virgin Islands on the topic of gangs in America and the problems they cause with a special focus on Black gangs and White Supremacy gangs, tattoos, signs, and symbols.

EXECUTIVE PROTECTION/SECURITY DETAIL

1. Provide Executive Protection for the Poor Righteous Teachers, Five Percenter Rap Group that performed at Monmouth University in New Jersey - 25 September 1992.

2. While serving with the 50th Military Police Company (National Guard) at Fort Drum, New York, was one of few chosen to escort the Honorable Brendon T. Bryne and the Honorable Governor of New York.

3. Assigned to protect the Rev. Al Sharpton during his visit to the City of Asbury Park, & Lincroft, New Jersey Rev. Al Sharpton addressed a crowed of 300 at the St. Peters Clavers Church in Asbury Park (1992) and again at Brookdale College in Lincroft on 10 December 1993.

4. Ensured safe escort for the Honorable Richard M. Nixon, President of the United States during his European tour in 1974. Was one of few chosen for this assignment while serving with the 44th Military Police Detachment in Germany.

5. This writer was one of eight (8) law enforcement officers to escort the Honorable Robert Del Tufo, Attorney General, State of New Jersey on his eastern Law Enforcement Mission to Israel, which was sponsored by the Anti-Defamation League of B'nai B'rith.

6. Function as part of a nine-man shift responsible for safety and security of the above location. As shift Commander (Sergeant) my job often entails physical confrontations and split second decisions with full power of arrest.

7. Act at the Special Agent In-Charge of planning, operations, and Executive Protection for Mrs. Edith Savage and Mrs. Coretta Scott King, Wife of the late Dr. Martin Luther King Jr. during a Wellness Conference at the Long Branch Hilton. Approximately 60 Officers and 39 Civilians took part in the security as we escorted Mrs. King from New York City to Long Branch, NJ and back to New York. I was totally responsible for her safety and welfare while in the state of New Jersey overseeing and supervising other law enforcement and civilian agencies involved with the emergency care and or safety of Mrs. King.

8. Perform the duty of Senior Detective In-Charge of planning, and operations, for the safety of Mr. Morris Dees, President for the Southern Poverty Law Center in Alabama. Mr. Dees was the keynote speaker at Brookdale Community College in Lincroft, New Jersey. This writer was request by the National Conference of Christians and Jews of New Jersey to serve as team leader supervising an 8 member elite team of investigators.

9. Assisted in provided executive protection for The Rev. Jessie L. Jackson during his run for Presidential Office and while visiting in the city of Asbury Park, New Jersey.
